The FAANG (Facebook-Apple-Amazon-Netflix-Google) companies do this on a massive scale but typically work with large top tier consulting firms like Accenture, BCG, Deloitte, Infosys, etc. Large companies can also afford to set up offshore subsidiaries under their parent organizations to benefit from highly skilled (but significantly cheaper) workforce.
